JV ASKS JMS: Hinggil sa kasalukuyang sitwasyon sa Latin Amerika

Nararamdaman ang tumitinding diskuntentong panlipunan sa Pilipinas, hindi lang dahil sa mga krimen at patayan, kundi dahil sa masamang epekto ng sobrang mataas na antas ng implasyon, pagtaas ng mga presyo ng mga pangunahing bilihin na sumisidhi pa ang epekto sa patuloy na kawalan ng batayang panlipunang serbisyo.

Ganyan din ang antas ng diskuntentong panlipunan sa Nicaragua dahil sa nagpapatuloy na panunupil ng kasalukuyang gobyerno ni Presidente Daniel Ortega sa paglaban ng mga mamamayan ng mga bansang iyon sa kanyang mga patakaran na nagpapahirap sa kanila. Ganunpaman, ano kaya ang pagkakaiba at pagkakapareho ng kasalukuyang sitwasyon sa Pilipinas at sa mga bansa sa Latin America?

Inalam ko ang mga pananaw ni Communist Party of the Philippines (CPP) founding chairman at National Democratic Front of the Philippines (NDFP) Chief Political Consultant Jose Ma. Sison hinggil sa pagkakaiba at pagkakapareho ng kasalukuyang sitwasyon sa Pilipinas at sa mga bansa sa Latin America.

Kumusta kaya ang Latin Amerika?

Ayon sa pagtataya ni Prof. Sison, matindi umano ang diskuntento ng masa sa kasalukuyang sitwasyong panlipunan at maligalig ang sitwasyong pampulitika sa mga bansa sa Latin America.

Sinabi niya na “bakuran at dominado ng imperyalismong US ang Latin America. May mga tratado, kasunduan at kaayusan sa ekonomya, kalakalan at seguridad kung paano napapanatili ang gahum ng US.”

“Magkasabwat ang mga bangko at empresang US at mga malaking komprador at asenderong lokal sa karamihan ng bansang Amerika Latina. Sa ganitong kalagayan, tumitindi ang pang-aapi at pagsasamantala sa mga anakpawis at tumitindi rin ang kagustuhan nilang mabago ang kalagayan,” pagbibigay-diin niya.

Kalagayang pampulitika

Ipinaliwanag ng CPP founding chairman na ang ng pagkapanalo ng maka-Kaliwang si Andres Manuel Lopez Obrador bilang presidente ng Mexico ay bunga umano ng mga labis-labis na abusadong patakaran ng US sa ilalim ni Trump na laban sa Mexico tungkol sa mga isyu ng imigrasyon, pagtagtayo ng pader, taripa, at iba pa.

“[May] mga makabayan at progresibong partido, organisasyon at kilusang masa na kikilos para maihalal ang mga lider na katulad ni Obrador sa Mexico at ni (Nicolas) Maduro sa Venezuela,” aniya.

“Sa mga kaso na nabulok ang lideratong sosyal-demokratiko tulad sa Brazil at Nicaragua o kaya’y ginugulo ng mga imperyalista tulad sa Venezuela, may pagkakataon na magbuo ng mga panibagong rebolusyunaryong partido ng proleteryado at kilusang masa,” ani Prof. Sison.

“Talagang pansinin na madugo ang patayan sa drug war. Pero ang mas importanteng dapat sapulin sa kalagayang Brazil ay discredited iyong sosyal demokratikong Partido ng mga Trabahador (PT o Workers’ Party sa Ingles) dahil sa korapsyon at lalo pang korap ang mga maka-US at ultra-reaksyonaryong pumalit sa kapangyarihan. Dapat magpalakas ng tunay na partidong rebolusyonaryo ng proletaryado at kilusang masa.”

Hinggil sa nagpapatuloy na kaguluhan sa Nicaragua, naniniwala si Sison na si [Presidente Daniel] Ortega at partido niya [FSLN] ay sumuko na umano sa US at naghaharing sistema sa pamamagitan ng peace negotiations sa nakaraan.

“At lalo pang nabulok sila nang mahalal sila sa loob ng naghaharing sistema. Hindi lang naging lalong korap kundi marahas pa sila sa karaniwang tao. Naging reaksyonaryo sila nang lubusan,” paliwanag niya.

“Wasto ang pakikibaka nina [Presidente Nicolas] Maduro, partido niya {United Socialist Party} gobyerno niya, nagkakaisang hanay at malawak na masang Venezuelano laban sa US at mga reaksyonaryong uri. Dapat suportahan sila. Walang tigil ang panggugulo ng mga kaaway ng bayan at nagbabanta ang US na maglunsad ng agresyon,” ani Prof. Sison.

Sa Colombia naman, sinabi ni Prof. Sison na kapitulasyon ang ginawa ng FARC sa peace negotiations.

“Nabenta ang rebolusyon. At magmula nang mag-surrender, dumarami na ang karahasan ng reaksyonaryong hukbo at mga paramilitar laban sa mga rebolusyonayo at masa,” sinabi niya.

Bunsod ng pagsuko ng FARC, binuwag ang rebolusyonaryong hukbo, pero ngayon naghahari ang mga sandatahang reaksyonaryo.

“Sa kalaunan, lilitaw ang mas determinadong rebolusyonaryong pwersa,” sabi ni Prof. Sison.

Kaugnay naman ng Ecuador, sinabi ni Prof Sison, “Ang mga rehimeng tulad ng kay [dating Presidente Rafael] Correa na mukhang Kaliwa dahil sa platapormang sosyal-demokratiko ay madaling palitan ng US at ng mga lantarang reaksyonaryo sa pamamagitan din ng halalan o kaya ng kudeta kung kailangan.

Paglalapat sa sitwasyon sa Latin America para sa hinaharap ng Pilipinas

“Naniniwala ako na lalong titindi ang kaguluhang panlipunan at pampulitika sa Latin America.  Lllikha ang krisis at kaguluhan ng mga pagkakataon doon para magtayo ng rebolusyonaryong partido at kilusang masa,” ayon kay Sison.

“Magandang epekto nito ang pagdami ng inaasikaso ng imperyalismong US at lalaki rin ang pagkakataon ng mga pwersang rebolusyonaryo na sumulong o tululuyang manalo nang ganap sa Pilipinas,” dagdag-paliwanag niya.

“Sa panahon ng kolonyalismo ng Espanya, gumanda ang kalagayan para sa rebolusyon sa Pilipinas nang lumaganap ang pagrerebolusyon sa Amerika Latina noong siglo 19, mula panahon ni (Heneral Simon) Bolivar hanggang pag-rerebolusyon sa Cuba sa panahon ni Jose Marti. Lalong mabilis na mabisa sa kasalukuyang panahon na may inspirasyon at materyal na epekto ng mga rebolusyon sa Amerika Latina sa rebolusyong Pilipino.”

Aniya, nasa digital age na tayo.

“Sa maraming bansa [sa Latin Amerika], mas matindi pa ang  sitwasyon kaysa rito sa Pilipinas. Ang pagtindi ng diskuntentong panlipunan ay dahil sa mga patakarang neoliberal, maka-oligarko, maka-malalaking negosyo, at kontra-mamamayan,” paliwanag niya.

“Ang mabuti sa Pilipinas, may matatag na Partido Komunista na namumuno sa demokratikong rebolusyong bayan sa pamamagitan ng pangmatagalang digmang bayan laban sa imperyalismong US at mga lokal na reaksyonayong uri,” pagkukumpara niya.

“Sa kasalukuyang sitwasyon ng Piilipinas, pinaasa ni Duterte ang sambayanang Pilipino na magkaroon ng radikal na pagbabago at binigo niya ang pag-asang ito sa nakaraang dalawang taon.”

“Araw-araw lumalantad siyang sinungaling at malupit na instrumento ng mga imperyalista at mga lokal na nagsasamantalng uri ng mga malaking komprador, asendero at korap na burukrata. Sa panloob na mga dahilan, bumabalikwas na ang malawak na masa laban sa pang-aapi at pagsasamantala,” paliwanag niya.

PLDT a no-show at labor department’s mandatory conference

With high hopes, hundreds of terminated workers of Philippine Long Distance Telephone Company (PLDT) from its outsourced agencies including SPi CRM, Curo Technika and MG Exeo, trooped to the head office of the Department of Labor and Employment (DOLE) in Manila to urge the Labor Department and President Rodrigo Duterte to be firm and decisive enough to force PLDT to implement the Labor Department’s own ruling on regularization.

The said conference was scheduled after members of PLDT Organization of Workers and Employees for Rights (POWER) and Defend Job Philippines held a protest rally and dialogue with the labor agency last July 2 after PLDT terminated its service contracts with various agencies nationwide on June 30 that led to the massive termination of thousands of PLDT workers.

But instead of showing up to its workers, PLDT management disregarded DOLE’s notice of conference and didn’t show up at all. DOLE responded to with an issuance of a Clarificatory Order to reiterate its earlier Compliance Order against PLDT.

Precedent

During the protest, POWER and Defend Job Philippines said that they are still positive that DOLE will stand by its earlier ruling that ordered the Pangilinan-owned telecom company to regularize all of its outsourced employees, as it has been ranked third by the Labor Department to practice illegal labor-only contracting scheme.

“The decision in today’s mandatory conference regarding DOLE regularization order against PLDT will neither make or break the Duterte administration’s campaign against contractualization,” said Dan Joshua Nazario, president of POWER.

He added, “Any results of DOLE’s action over disputes of PLDT and thousands of its contractual employees who were supposed to be regularized, will set a precedent to numbers of cases of other Filipino contractual workers who have been fighting for their rights to job security and regularization.”

Regularization for all

Nazario also noted that if President Duterte is really serious in ending contractualization, then he must “show some teeth” in forcing Manny Pangilinan to start regularizing its contractual workers in the soonest possible time. POWER said that the Duterte administration must for once be brave enough in advancing the best interest of all Filipino contractual workers.

POWER, Defend Job Philippines and Kilos Na Manggagawa also laid-down their positions and demands for President Duterte, the PLDT and DOLE to immediately take up regarding their regularization and other labor concerns. The groups enumerated:

1. Regularize all contractual employees of PLDT. This call cuts across all agencies nationwide under the DOLE Compliance Order for PLDT on regularization.

2. Regularization process must be clear, immediate and inclusive to all. Unlisted employees who are practicing the same work for PLDT as those in the DOLE Compliance Order list must also be regularized.

3. PLDT must stop its 4-step process for absorbing employees for regularization. The said process is a clear move to circumvent the DOLE Compliance Order stating that the Company must immediately consider their outsourced employees as regulars. PLDT Employment identification cards must be issued immediately to the workers.

4. A “same work, same account, same location” policy must be implemented.

5. Implement the inclusion of all the names of employees to the payroll of PLDT starting the date of effectivity of the writ of execution. Wage rate of all those who will be regularized must be on the same wage rate as with other regular employees of PLDT.

6. Package benefits to those regular and organic employees of PLDT must also be given to all those employees that will be regularized including medical care, 18th month pay, gift checks, plotting of vacation leaves and other benefits stipulated in the Collective Bargaining Agreements (CBA).

7. Full back-wages must be paid to all employees included in DOLE Compliance Order.

8. Unpaid wages since the date effectivity of DOLE order must be paid.

Call for unity

The groups also called on other contractual workers to unite and push for their regularization and call for the criminalization of all forms of contractualization.

As said by Nazario, President Duterte must do all possible means to regularize all PLDT workers in time for his upcoming third State of the Nation Address (SONA) on July 23.

“Our struggle for regularization under PLDT will surely not stop after today’s mandatory conference. We will be bringing our calls for us to be regularized on various platforms and even on the streets leading to the Presidential Place and even on his SONA this month, in order for us to be assured that we can provide decent lives for our families,” said Nazario.
